About Me
Justin Locke is the executive director for Global Energy Monitor (GEM), the world’s most trusted open-source database on energy and climate infrastructure. Spanning more than 20 sectors – including power generation, energy transport, heavy industry, and extraction – GEM provides comprehensive, gold-standard, asset-level data through its trackers, maps, and reports.
Justin is a visionary servant leader with nearly 25 years of direct professional climate and energy experience, including over 10 years of global energy transition executive leadership at C-suite level. His work has been featured in dozens of top-tier global and domestic media outlets – including 60 Minutes, Reuters, and Forbes. He holds extensive experience in leading data-driven, large-scale global climate finance, mitigation, poverty alleviation, energy access / transition, and climate resilience programs. His technical depth includes program design, data management, climate finance, PPPs, carbon markets, and RE infrastructure cycle management.
Justin has proven executive leadership in organizational strategy development and change management, energy transition thought leadership, UNFCCC compliance (NDCs), budget / risk management, fundraising, and operational management. He excels at cultivating global partnerships, creating a learning environment, strategic communications, and fundraising.
Prior to GEM, Justin served as managing director for RMI’s Global South program, where he incubated and established the organization’s Caribbean, Pacific Island, Southeast Asia workforce development and climate finance access programs. Under his tenure, the program expanded tenfold. He also expanded RMI’s revenue base by establishing its multilateral and bilateral partnership strategy and drove cutting-edge initiatives to advance clean energy in low- and middle-income countries.
